After he spends 125 candies to evolve it, he will have 45 left.
That will only be enough to take it from level 5 to level 19, and given that this will be his first Machamp, I assume the candies are somewhat difficult for him to obtain. That doesn't even take into account the fact that he only has 9,300 stardust.
Seeing how you don't have stardust and don't have much candy, I'd rather find a big weatherboosted Machop from the wild (around 1000cp) and evolve that instead. Machamp is one of the best pokemon for attacking gyms and useful for a lot of raids as well, so you want to get one that's useful, not one that's stuck at a low level.
