So most the time you do have to spend candy to find the pokemon's level first right ?

If you can hyper-magnify your pokemon's CP bar, I suppose you can then do a geometric analysis of what your pokemon's current level is, and then plug in all of the relevant information into a chart so as to figure out its potential IV combinations.

As well, if your pokemon has no progress or completed progress on its CP bar, you know its level is either 1, your own plus 1.5, or 40.

Lastly, if it's very low level, sometimes it has a CP and HP within an exclusive range; and, if it's high CP and could only have one more upgrade within its tier (think 2.5, 4.5, 32.5, 34.5, 36.5, 37.5, etc.), you can guesstimate that it indeed has high IV's because of its high CP and its stardust upgrade cost.
