I don't think it is measured exactly in kmh (mph).
If you have point A and a point B and you measure the distance in a straight line, whether you traveled in a straight line or not, it would be the straight line distance. Before, it would parse the server every 4 minutes to measure your egg distance (not sure if its still the same, but I assume the logic is still the same). If that straight line distance was less than or equal to (10.5kmh x 4 minutes) 0.7 km, then you would get the full amount.
If it were more than that then it follows a different formula. If you exceed travelling over a certain speed though, it won't update - much like the pokestop/radar not collect-able/updating over 40 kmh.
So if you travel in a straight line and are travelling at 10.5 kmh, you should get 100% distance. If you travel from .7 km at 30kmh then wait for the 4 minutes to pass, then you should get 100%.
I believe it is roughly 5mph. Also, as a note, the speed for hitting a pokestop while moving is 25mph.
Speeds are calculated by distance traveled at unknown intervals. As a result, any curves or turns you take may cut off some of your walking distance.
GPS signal may help or hurt you with this as well.
Distance tracking has been garbage since 2 updates ago. I live 100m from a pokestop. A few times a day, I walk there to get items. I used to get 0.2km each round trip. Now I am lucky if it gives me 0.07 for the same walk. If I walk the extra 50m to the end of the block, sometimes it gives me nothing.
