power up/evolve or evolve/power up

Is it best to power up and then evolve or evolve and then power up - or does it just not matter. Thanks

Doesn't matter technically, but I would evolve first to see which moves you get.

Thanks dabayer - makes sense. saying that I am evolving a dragonair which I am having to progress by walking (240K down about 120 to go lol). I think I will be powering it up no matter what - its 100% IV so its half way there no matter what

It matters very much! ALWAYS evolve first!
Imagine getting a 100% IV Growlithe from an egg. You're so excited you spend all the dust and candies to power it up to level 30, then evolve it ... and it gets Bite/Bulldoze. You just wasted 75K dust and 88 candy on an unfortunate piece of garbage. :(
