Wild catches with high CP
It seems that for all the wild mons that I catch, the higher the iv the lower the cp. Is this how it's programmed?

It's random, level depends on your level somehow (as 2 trainers with the same level will get the same pokemon level), IV's are random and independent from the pokemon and trainer's level, so what for you is a low level (CP) high IV pokemon, for someone else might be a High level AND High IV pokemon.
IVs are fixed for each individual pokemon, but the pokemon's level varies with player level. Two players at the same level under 30, or two players at level 30+, will find the same wild pokemon at the same level. Two players at different player levels will find the same individual pokemon at different levels.
At launch the attack IV was somehow linked to Pokemon #. Pokemon with low # like starters almost always had super low and mons like Dratini and Eevee usually had high atk IV's. I think its possible they did what you say and switched Pokemon # with CP which would make high IV high CP more rare. I posted this theory a while back and nobody agreed with me. Even if thats not true, for sure high IVs are much rarer than before.
First of all, I also feel high IV mons are usually low CP. But occasionally an exception. I've caught ~12k mons for ur reference. For me, I think of it as a way the game makes you use your stardust.
Now, many replies above talked about the "same level player catches the same level/CP Pokémon". I can vouch that it isn't always true. My wife and I usually play together after dinner (stroll around the coast to walk off the dinner) so we catch the same mons all the time.
I'm Level 32 and she's Level 29. When we were the same level earlier on, majority, if not all the mons we catch together have identical CP. But I played a little more during Halloween event and surpassed her. In more than one occasion in the past 2 weeks, we have caught the exact same level/CP mons even though we are different player levels. So it's not a written in stone thing that same player level catches the same level/CP mons
regarding: "So it's not a written in stone thing that same player level catches the same level/CP mons" well actually it is...and its not written in stone. its programmed....lol. almost all the players i play with are over level 30 so everytime we encounter a pokemon its the same cp for us all. but sometimes a lower level joins. very often the cp shown to that player is different. however, their are times we do in fact overlap...this overlap despite being diff levels does happen..doesnt mean what the other players said was wrong...
better way to view it: imagine one pokemon is in a room- 100 players are all trying to catch..the levels of all the trainers vary anywhere from 15-35 as an example. the IVs of that pokemon will be the same for every single player regardless of level. but the CP will differ. is it possible for two levels to have the same cp? absolutey...think of it like this: all level 20 players cp= x. all level 21 players cp: = y. ...28 players cp=z ...30+ = a.....is it possible that x and z are the same value...absolutely. its also possible they are different. its more so two trainers of the same level are guarenteed to see the same cp ...how it overlaps the other levels is randomized. (it really seems 29s tend to see the highest on avg ..or so it seems..thats off topic though)
