I have one with Dragon Breath / Dragon Pulse but mine is 100% so I know how sad that is, just leave him at level 30 (3000 CP) and stop powering up, he is good for taking down Dragonites so ever.

How about Dragon Breath + HyperB?

Yes, that is also great, so is Dragon Pulse.
Any Dragon Breath Dragonite is good!
Steel Wing ones are also good, mostly for defense though
