Weird difference in IVs?

Recently I did two "Trade a Pokemon" quests, which rewards you a Feebas.

I checked the IVs of the first one and was happy to see it was 100% at CP 117.
The other one had CP 115 (or 113, not sure) and I thought it would be maybe 96%, but it turned out to be 91%.

Now, seeing as attack, stamina and defence each affects IVs slightly differently, I thought that maybe a 9% difference wasn't too strange.

Today however something even stranger happened.

I hatched two Chancey, one had CP 703 and the other 676.
I checked the IV's of the lower CP one and saw that it was between 82% and 89%.
Naturally I figured that the one with 27 more CP would perhaps be 91%-96%.

No, it was 80%.
Even if the first one is 82% that would mean that it still has 2% better IVs despite having 27 less CP.

I know that this is probably not a bug or anything, but I thought it kinda weird.

Anyone else experienced this?

P.S. Also, for someone like me who has had only ever had one decent Chansey, getting 80% on the 2nd one was a huge kick the nuts.

The effect IV will have on CP is proportional to the base stats of each individual mon.

That is, adding 15 IV to a base stat of 100 is a much bigger improvement than adding 15IV to a base stat of 200.

Also, att def and stamina are weighted differently in the conversion to CP.

These factors combine when CP is calculated.

Like someone already said, the amount that each IV affects CP depends on how large the base stat already is. The Chansey with higher CP but lower percentage almost certainly has a large attack IV - Chansey has very low base attack, rather low defense, but monstrous HP, so an increase in the attack IV will result in a much larger increase in CP than say an increase in the HP IV. Also, remember that percentage is just the percentage of the total amount of "bonus points" you can get for each stat, so low percentage mons may perform just fine. Chansey's HP IV means very little compared to the others, so one with max defense is perfectly fine as a defender, and high attack can't hurt either, even though Chansey isn't going to be knocking out anyone attacking the gym. For PvP, definitely look for max attack and defense, since these will boost TDO the most, and HP IV will do, since you'll probably hatch the mon and have it at 10+ anyways.
