Will my bubblestrat work??

Hey trainers! Thanks in advance for the help! I have been reading about bubblestrat and I would like to try it sometime. I caught a Poliwhirl today that is cp17 with bubble.. he's level 1 but he has 13hp (his best attribute).. i looked at the chart and apparently I can use my level 1.5 gastly with lick..

Please can someone help me will this work?? Am I suppose to dodge at the beginning prior to attacking?
