Are Flygon and Registeel beasts in Great League?

Mine is a 1500 CP Mud Shot/Dragon Claw, and I was about to transfer it until I saw how ridiculously fast it charged up Dragon Claw, able to fire off three charge moves in the span of ten seconds.

Registeel, while not as good as its brethren stat wise, pretty much resists everything (and there's an added bonus of no Groudon, Rhyperior or Machamp down there) and can tank moves without the shield. Have I found gems? Or are they still not too great?

You might see research level Machamp down there (no Raid level) but both Flygon and Registeel have a niche. Beware though, research Moltres can shred Registeel and Azumarill gets good at low CP for Flygon.

Mud Shot doesn't do a lot of damage, but along with Thunder Shock and Psycho Cut, generate the most energy per time, and Dragon Claw doesn't take too much energy to fire off, so yes, MS/DC Flygon should be a beast.
