Charizard's defensive optimal moveset changed?

I just would like to know why they changed Charizard's optimal defensive moveset from Ember / Flamethrower to Wing Attack / Flamethrower? (I think that happened since the last update)

If someone knows, please, explain to me, thank you in advance.

I think this would be because most people would be attacking the charizard with a water-type attacker, such as a vaporeon. Fire attacks would be less effective against this, but flying would have normal effectiveness.
