Another return of Lugia/ho-oh.. lame.
Seriously, we've been wanting RayQ and groudon for ages. Why are we getting Lugia for the hundredth time, and a third run of ho-oh?
Not impressed with the decision here. Sad thing is people won't even boycott the weekend as I'm sure people want Lugia candy for PvP...

I'm not asking people to boycott for exactly that reason. It's just a shame that Niantic has released non-relevant legendaries for so long and yet they keep making money off of them because of this or that.
Niantic is actively incentived to NOT release groudon and Rayquaza for as long as people are spending consistently on premium passes. If they can get you to pay for lesser stuff, they'll hold back the best stuff for as long as possible.

What exactly are Lugia and ho-oh returning for then?
What did Lugia return for last time?
Or what did ho-oh return for when it first got its shiny?
I'm not expecting groudon or Rayquaza to get a month long raid. It simply won't happen with so many Gen 4 legendaries. However a weekend like this, or even a week or two of them alongside a weaker Gen 4 legendary like Cresselia, would have been great. They're not going to release them alongside palkia/dialga because they won't need the help selling passes at that time.
I'm not looking to raid 50 of each to get an amazing one. Given all the repeats of everything, they're pretty much the only two legendaries missing from my dex (also latios as I returned only a week before it switched from NA and didn't know the raid scene yet - but he's not a big deal). Obviously that's my own fault, but seeing everything else return (and now Lugia and ho-oh both return multiple times) - it obviously sucks that the two you want most don't get a turn.
Someone at Niantic must really, REALLY like these guys, Lugia in particular. We've had:
Lugia:
-1st release alongside introduction of legendary raids
-2nd release after Rayquaza, shiny introduction
-accidental release in between Lati rotations
-3rd official release for Go Fest weekend
-4th release now
Ho-Oh:
-1st release as a (surprise) bonus for the 2017 catchathon
-2nd release during Lati's end, shiny release
-3rd release for last weekend of Johto event
-4th release now
Meanwhile Rayquaza and Groudon have only been run once, Groudon and Kyogre getting an extra week during the middle of Ray's run. They must have the weather trio planned for January through March boxes or something because I don't understand why they keep getting passed over.
EDIT: As an aside, due to the recent changes to super effective damage modifiers a decent number of ice types come within spitting range of Rayquaza for DPS against itself, varying depending on the boss's moves and if "swap discount" is accounted for.
The only thing I can possibly think of, and this is small, is winter in the northern hemisphere, and in most places, no matter how good a raid boss is, a lot of people wont play if the weather is too cold and as such wont by passes. Even though its a somewhat small portion of players over all, its still a lot of players and a lot of money.
I highly doubt thats the reason, but its all I can come up with for a good reason. the other is niantics like "IDGAF, lets just rehash the same crap again"
Just bring your SD tyranitar, so glad to get even more mileage out of them. they'll be easy raids to beat now with the reblanace and effectiveness modified. Also I never got a lugia, so theres that I want to get.
though like most, I do want ray and Groudon to come back. Partly because I never got them because I started on the tail end of Ray, and partly because I dont think we need more opportunities to see how tyranitar is the ultimate tier 5 raid destroyer most of the time.
