I have already updated the app for PvP but the feature is nowhere to be found!!! Can anyone tell me where is it?

It's not been enabled server-side yet. Hopefully it should be happening this week.

And if you’re not lvl 40 it’ll be an even longer delay for you

That's right.

If we go by previous feature rollout, it could hours.

A few hours for players in the mid to high 30s, maybe within the next day or so for lower players.

Not available yet and all of my poke partys were wiped so that is cool
