Main use is for gym defence, though their CP at level 29.5 would be 2500 and 2499 respectively, making them ideal for PvP (if the half-level does not hurt them too much on gym defence).
For gym offence and raids, I already have Kyogre, Gyarados (x3), Vaporeon, Dragonite (x3), Gardevoir and Articuno with optimal moves at level 30.
(Or is investing in anything now - just after a huge meta shakeup with another around the corner - a bad idea?)
I'd wait. You never know if the second charge move for PvP will unlock new charge moves as well, or only out of the current pool. Everything could change if that happens.
Niantic also listed in their goals as making TDO matter more and DPS matter less for raids. So I'm curious how they'll do that and it may be worth considering - however once we know for sure about the second charge move I wouldn't keep waiting for that update.
