High level pokemon vs High IVs pokemon

Hi there.
I have tow Rihorns and I want to evolve one of theme.

Rihorn 1:
739 CP
13 Atk
2 Def
7 Sta
109 HP
3500 of Start Dust to powering up
It has a high level, closed to 95% of mine one.

Rihorn 2:
591 CP
13 Atk
15 Def
11 Sta
96 HP
2200 of Start Dust to powering up
It has a lower level, closed to 75% of mine one.

Obviusly, If I would pretend spend start dust for power up the rihorn, it should be a better option the second one. But... I don't want to spend start dust with them.

So, the question is: who of them is the best option to evolve?

It is difficult to answer your question without some details...

How much Stardust do you have?
How much Rhyhorn candy do you have?
Does Rhyhorn spawn frequently where you play?

IV really doesn't make a difference in combat because damage values are rounded very aggressively. Unless you are exclusively collecting high IV Pokemon, I would ignore IV.

Only you will be able to make this decision. People who answer your questions will give you subjective answers based on their situation and play style.

Personally, I'd wait until you hit level 25-30 to begin powering up your Pokemon. You WILL catch a higher CP Rhyhorn... trust me. This will save you a ton of dust. IV is TBD by your RNG.

Well, as I said, I don't want to spend dust with them.
I have 54 rhyhorn candies.
Rhyhorn doesn't spawn very often in my playing area.
I'm on level 25.
