Gyarados legacy move

I got a gyarados 15 Stamina and 15 Defense with the legacy move Dragon Breath and Twister. If i recall it is a 93% IV Gyarados.
My question is.. is worth powering up for defending gyms?

dont power up but keep it, maybe u can change the move set later
