Next Special Research Quest?
If Niantic makes it through Jirachi, Arceus and the others, maybe they could do something outside the box in do a Legacy Quest line where each set of tasks based on the Pokemon's typing would award a Pokemon with a legacy moveset!
Description: Professor Willow has discovered Pokemon that are anomalies, that have learned special moves that no one has seen for decades! He needs your help to research these special Pokemon, and if you're lucky, you may be able to catch some of your own! (IV Floor is 13/13/13)
8-12 Stage Quest: (Some may have Part 1 and 2)
KC/CC Machamp (Could include Hitmon and Primeape Legacy sets in addition)
Dragon Tail/Twister Gyarados (Non TM-able)
Confusion Exeggcutor
Shadow Claw Gengar (Maybe a Lick/SB Haunter as a bonus!)
Psybeam Chansey (A DG or Psychic Alakazam could be included too?)
Ice Shard/Ice Beam Lapras
Fury Cutter Pinsir
Flamethrower Arcanine and Charizard
And the finale could be a Dragon Tail Kyogre or a Rock Throw/Rock Slide Omastar!
Just an idea I've been having since the event of BS Snorlax being reintroduced, as it shows they aren't afraid of putting those Pokemon back into circulation. It would be a lot of fun as well. Do you guys think it would work? And what would it be called?

I think they will do something like this, but it will be more along the lines of a TM, where you apply it to a pokemon, or a quest to get one of something. If every hard core player had 6 Origin Pulse Kyogres and 6 Precipice Blades Groudons, those two would be the optimal counter for almost everything (one or the other). No strategy left, just use the one that does more damage. So 1 per trainer is likely what they are targeting.
The 13 Floor isn't gonna happen. They would sooner give you items to raise IVs, but just 13/14/15 as your options is nuts. I thought a 12 floor for luckies was too low, but it's nothing compared to a 13 floor.
And I doubt they will create quests for every little mon. Just the biggies.
Keep in mind some of these moves went legacy because they have no main series compatibility. Rock Throw Omastar, Psybeam Chansey, and the unreleased Dragon Tail Kyogre fall into this camp.
I gotta be honest, with a few exceptions (namely Gengar, Exeggutor, and maybe Lapras) this would be kinda lame. A lot of moves that are legacy have been replaced by better ones like Karate Chop on Machamp getting replaced with Counter. Some cases where the legacy move is better are for Pokemon that are already pretty heavily outclassed. Are you really going to get excited over Flamethrower Arcanine when there are at least half a dozen better fire types? I personally wouldn't mind it and don't have an issue with legacy moves being re-introduced but it would feel more like filler to pad time until the next big improvement.
Also a 13 IV floor would be insane, the 12 floor for luckies is already pretty nuts. For reference, a 13 IV floor yields a 1/27 chance of getting a hundo, a 12 IV floor yields a 1/64 chance, and raids/eggs/research floor of 10 yield a 1/216 chance.
