In the Gym Attackers Tier List: Why is pokemon listed with more then one optimal moveset?

Dragonite: Good, Dragon Breath + Dragon Claw is best (even though hyperbeam is nearly as good)
Snorlax: Lick + Hyperbeam is best (Body Slam close but still not as good as hyperbeam)
Exeggutor: Zen Headbutt + Solar Beam is best (zen headbutt + seed bomb is not even close, in fact confusion + solar beam would be better)

it depends on how you define "Good move set"

example:

Body Slam can be insert between dodge moves, which hyperbeam can not.

Against low CD moves, both zen headbutt and confusion can only be casted once between dodges. Then Confusion is better.

With that perspective, how is it possible to call any moveset "optimal"? Wouldnt it be better to just define the best moveset, as the moveset dealing most dps under ideal circumstances?
