I have exactly 100 rare candies. Which pokemon do you think I should use them on?

1) Rayquaza 15A 13D 10HP or 15A 12D 11HP (Same rayquaza)L20
haven't powered one up yet.
2) Kyogre 14A 14D 14HP L36
3) Kyogre 12A 15D 14HP L28
4) Mewtwo 15A 15D 10HP L20 with shadow ball; already have one maxed.
5) Mewtwo 14A 11D 15HP L20 with shadow ball; already have one maxed.
6) Tyranitar 14A 12D 15HP L34 with bite and crunch; already have one maxed
7) Tyranitar 14A 15D 13HP L20 with bite and crunch
8) Tyranitar 14A 15D 12HP L34 with bite and crunch
9) Ho-Oh 15A 14D 15HP 3272 CP
10) Tyranitar 15A 14D 11HP L36 Smack down/ stone
11) Tyranitar 14A 11D 15HP L32
12) Groudon 10A 11D 13HP L27 (Weather boosted catch only powered a few times; only one I have.)
13) Dragonite 14A 13D 14HP L32
14) Dragonite 15A 13D 10HP L32.5

Those are the best options for my rare candy use. What do you think I should spend them on? Thanks for the answers.

-Eliminate Dragonite and Tyranitar; they can be Hatched or walked at 5km/candy, and can be attained via research quests. Those are much better ways to get candies for them.
-Ho-Oh is not currently useful enough to spend rare candies on. (Which makes me cringe as I've got 3 93%+ Ho-Oh's I want to power up, but...)
-Groudon is... nice, but not particularly useful right now. It might be a good place to "dump" excess Rare Candies, though.
-Kyogre is also very nice, but not exceptionally useful right now. Like Groudon, it might be a good place to "dump" excess Rare Candies.
-15/15/10 Mewtwo w/Shadow Ball is very nice. Having multiple Mewtwo's with Shadow Ball powered up is likely going to be a great investment no matter what. Like Kyogre and Groudon, it's not a bad place to "dump" Rare Candies either.

That leaves... Rayquaza. Attack 15 Rayquaza is going to be useful in the next few months (assuming the other Gen 4 Dragons come out), so I would suggest using the Breakpoint Calculator on this site to figure out how high you need to raise Rayquaza to get the most use of if it during those raids. Then use those Rare Candies to power that one up as much as you need to.

Despite lower defense and HP, do you think this rayquaza will perform well and be worth the investment?

Yes. Rayquaza is one of the best attackers in the game, and is going to be quite useful against the Legendary Raid Bosses that are currently out and likely to come out. The lower HP and Defense is a problem, but the amount of damage it can do in the short term offsets that enough to make it the most useful Pokémon on your list to invest Rare Candies in.

If you have already maxed a Mewtwo with ShB, then Rayquaza is probably the best investment.

Get your Ray to level 32.

Choice #2 would be Kyogre; he is a beast at tough 3* solos.

15 attack and the best Pokemon in the game - easy.
