Dragonite Steel Wing vs Dragon Breath

Why is Steel Wing rated as a better defense move when compared to Dragon Breath?

DB DPS is 12.00 and w/STAB is 15.00 while SW is 11.28. Even with type advantage over Ice, Rock and Fairy, 11.28 x 1.25 = 14.1 which is still lower than 15.00 since DB HAS STAB.

In addition, DB EPS is 14.00 and SW is 9.02 so DB builds up charge moves faster... or is EPS figure only for attacking and not defending?

The only exception where DB does less damage is against Fairy types, DB is 15.00 x 0.80 = 12.00 and SW is 11.28 x 1.25 = 14.1

Both DB and SW are 0.8 vs Steel type so DB still does more damage.

Am I the only one questioning this?

Answers

Defending pokemon doesnt attack as fast as attacker, their attacks are much much slower.
Thats why big dmg dealers like Confusion, Steel Wing, Bubble are great.

Has anyone proposed that each mon's moves should also include Defensive EPS, DPS and DPS w/STAB. Maybe not per second but per round? Assuming every defensive Pokémon has the same pattern of attacks it executes every round.

In retrospect, nah, that's too difficult since charge moves are probably executed with diff patterns depending on attackers' patterns

Have chart of how gym battle works.
If you take look of it, you can see HP of defenders is doupled and attackers move durations are unchanged, but defenders will add 1.5 - 2.5 = avarage 2sec into their move duration, so basicly they attack you very slowly.
Thou! They hit 2x fast in the beginning of match, which is also good for big dmg dealers like Steel Wing.

Basically you have to add 2 sec to the cooldown for defensive quick moves. So if you recalculate the DPS now, you're gonna notice a significant advantage for steel wing in terms of damage. :) SW: 15/(1.5+2) ~ 4.2 DPS, DB: 6*1.25/(0.5+2) = 3 DPS.

SW actually has the fastest cooldown of any of the 15 point fast moves: 1.33 seconds, so DPS in defence is 4.5 - quite a good bonus over DB, especially considering DB is only super-effective against other dragons

Another key reason is that Steel Wing is super effective against ice. Since ice types (Lapras, Cloyster, Dewgong in particular) are most likely to be the favourite attackers against Dragonite, Steel wing should be way more effective in defence than Dragon Breath. That said, even a Steel Wing Dragonite is still a pretty lame defender IMO

(Lapras' etc. double water typing means steel moves are still neutral overall - but Jynx is a pretty poor dragon attacker overall because of this, depsite having the highest attack of any ice type that can use Frost Breath)

Defenders only attack every 1.5 sec, even if the attack move can be used much faster. All quick moves have a cooldown less than 1.5s (except Bubble) so what matters as a defender is just the actual damage number.
