Gengar TM

will it be possible to get Lick on Nov 3 via fast TM? I'd rather just fast TM one of my existing shadow ball Gengars than dump all my charge TMs trying to get rid of psychic.

Any source for Niantic outright stating that TMs won't work?

There's a source that actually says it will, but from The Pokemon Company, not from Niantic:

"(...) all Gengar that are caught or evolved during those hours will know the Psychic-type attack Psychic and the Ghost-type Fast Attack Lick"

But its not like either tm will be in high demand for a while when it comes to legendaries counters, me and some friends are planning on just not tm'ing out gengar off psychic until they're needed for legendaries, plus you never know how many CTM's youll get from the raids.
