Which one should I go with? This is seriously a hard decision for some reason

96% lucky vs. 96% not lucky? No brainer, even if the lucky one has a 13 attack.

If Groudon comes back, you might want to have more than one powered up, but start with the lucky one - the dust will be halved, and the candy cost to power up is small compared to the candy cost to evolve.

Both 95% !

Sure, lucky first. With waterfall as a slower stronger move one or two attack IVs are not going to have a huge impact in most. Match ups. With bite being a faster weaker move the extra attack IV will make a difference more often.
