Electivire with TS/WC vs. Raikou with TS/WC
My level 30 87% Raikou is a nearly-automatic pick (along with my maxed Machamps) for my gym offence team. It tears through Gyarados, Vaporeon, Lapras, Slowbro and Milotic, with solid neutral damage to Gardevoir, Clefable, Dragonite, Metagross and the Normal-types. Although gyms in Singapore are highly competitive, 87% is too low to justify maxing out with the Rare Candy I get as a free player.
With TS/WC, Electivire has higher DPS than Raikou, but how will their TDOs compare after the stat rebalance? I have a 96% Elekid that I would consider maxing out if the result has enough bulk to be a better generalist gym attacker than my Raikou.

Electivire has slightly better Attack, same HP but a much worse defense. As the Movesets are the same it's only a question of rounding and there are not many cases a TS will do +1 damage by a difference of 8 attack points, even WC will only do +1. So even if enemy wouldnt hit back their DPS is the same in most cases.
But there are probably many scenarios where Raikou survives one or even two charge moves more and gets 2-3 more in.
However, if I interpreted the new formula right it should help Electivire more than Raikou. So the already slim gap between the 2 gets even smaller.
After all Raikou should still come out on top. Furthermore I wouldnt see it as 100% garanteed that he really has WC. Only his release will tell...

What would their defence be after the rebalance? Raikou will definitely remain tankier and better, so my question is more about the size and relevance of the gap, with regards to resource investment. If a level 40 Electivire has at least as much bulk as a level 30 Raikou, it would be a significant upgrade (in DPS) and save 182 Rare Candy (I have 2 million dust).
