Just tried it with an ultra friend. Lick/Hyperbeam, just missed it. We had 6 out of 12 Machamps at level 40. Do you need all 12 at 40 to make it in neutral weather?

Check out Kieng IVs vid of a duo Snorlax in neutral weither, he had 6 maxed Champs and barely made it with 5 secs left. Thus Id highly recommend you to max them all out.

Snorlax's last neutral breakpoint for Ultra is...39 for 15 ATK. So, yes all 12 need to be there. My team has 5 there and one just shy, and Calcy only gives me 48% potential damage in neutral.
