Jolteon worth powering up?
Im level 22 and my best pokemon is a 2k Snorlax. Ive got plenty of mons around the 1500 mark but my best electric type is a 1284 Jolteon. I use it to take down all of those damn Vaporeons. It has 100% IVs and Thunder Shock, Thunder (i believe those are the best moves). Is it worth powering up or should i try to get somthing like a vileplume instead?

In general Jolteon is a rather weak Pokémon. If you have access to Dragonite, it's the strongest counter to Vaporeon. If not, then the strong Grass types are good (Exeggutor, Venusaur). After them your best bet is Snorlax with pretty much any moveset. Unless your Snorlax is already on a gym defending, it's likely your strongest Pokémon against Vaporeons. If I were you, I'd definitely keep that Jolteon for later but wouldn't waste stardust on it.
Nah. Not fully at least. If you start losing and he's still your best electric, then sure take him up a few levels.
Electric mons, given their weak stats and low CP, are pretty much only good for training friendly gyms (you'll have to dodge) and as a Gyarados counter.
Once you level up to 30, and catch a handful of level 28-30 75-80% eevee's and they turn into jolteons without costing you any dust, you'll regret spending it on a mon you never use.
