Raikou Choice for Lapras Raid

Knowing that my Lapras team doesn't have a raikou may lead to waste of raid pass, I'm seriously thinking powering up a Raikou to make the team more reliable, although GP keeps reminding us that Raikou may not be meta-relevant for Gen 4. Right now I have 2 main candidate for powering up, one at level 20 cp 1908 (I believe it's iv is 98, ADS 151514), while the other at level 15 but lucky, acquired from research reward cp 1417 ADS 151311. Both of them have TS/TB, no WC. Then comes the second question, how different would TB compared with WC? I know WC is extremely powerful and is no doubt optimal to Raikou. But as I'm lack of CTM (only 2 in bag), if I could level it up a little bit more to have a similar performance, I could maybe save a CTM. For reference, I have 150 Raikou candy and dust is no problem.
