Is 78% EX-Mewtwo worth investing in ?

I got a 12Atk 12Def 11HP IV Mewtwo with Psycut and Focus Blast
Is he worth using charge TM to give him Shadow Ball and power him up ?
Or should i just wait new Mewtwo to come even if they wont get Shadow Ball but they will probably get better IV

If you don't have a better candidate, TM this one. We don't know if Mewtwo will still be obtainable from ex raids or if they give him another move. A good move makes a bigger difference than IV and SB is currently mewtwo best move.

It depends. The announcement from Niantic seemed to me to suggest that EX raids for Mewtwo would continue, and that Shadow Ball and Hyper Beam would only be available on EX raid Mewtwos, while the Mewtwos from the month of regular Tier 5 raids would have their own movesets (presumably including Psychic, Focus Blast, and hopefully 1-2 more charged moves).

So, if this is correct (and there's no guarantee it is, just picking up on the implications of the announcement), then one will still be able to get Shadow Ball and Hyper Beam Mewtwos, after, and perhaps during the month of Mewtwos, but only from EX raids.

If these Mewtwos get a better psychic move, like Future Sight or Psystrike, that isn't available in EX raids, those could become the legacy move of choice. Shadow ball will also be useful.

So the question is, do you anticipate getting a better Shadow Ball Mewtwo in the reasonable future? If not, TM this one and power it up, if so, then wait for that one, and keep this one with Focus Blast.

One great thing about the Mewtwo event is that we'll all get the chance to get a nice heap of Mewtwo candy - before this, Mewtwo candy was almost as hard to get as Unown candy, and way more valuable. My approach was that RC was first and foremost for Mewtwo, because Rayquaza and Kyogre candy could be had by doing more raids, but one didn't have that option for Mewtwo, until now.

A low IV Mewtwo is still a strong pokemon, but a high IV one is stronger. Your call.

The exact quote from the twitter announcement. Doesn't say EX raids will continue, but implies that they will ("will become"), and that HB and SB will only come on Mewtwos caught in EX raids.

Yes its worth some charged TMs. You can get focus blast later, you wont be able to get shadow ball nor hyper beam in the future.
So TM to shadow ball probably, and leave it there. You can power up if you need a Shadow Ball Mewtwo, or leave it as is with the legacy charge move, you might find someone who is looking for a SB Mewtwo you can trade it.
