charge TM drop rate

I have 29 Fast TMs and 0 charge TMs. The setup is an odd one in how they have 2 fast moves vs. 3 charge moves but seem to distribute more Fast TMs than charge TMs.

Can I please grind 5 Fast TMs into 1 charge TM? I'd grind up 25 of them immediately.

I currently raid maybe 4-5 times a week...and I can't find anything above 2400cp that I would even change...The only reason I have 3 CTMs in my bag right now. Not saying they come often, but for me neither do worthwhile Pokemon.

I burned the last 5-6 I had on 2 Ttar to get double Stone.

I burned 6 of them to get my only Kyogre into Hydro Pump. Odds sucks.

Charge moves being a gamble compared to fast moves makes charge TMs more valuable. To keep people participating in raids for them they have a lower drop rate. There are aspects of this game you can call into question but more valuable items being made more rare is fairly common practice. Personally I'm sitting on a pile of 31 fast and 30 charge TMs with absolutely nothing to use them on.
