Is this Gengar worth upping or nah?

I've got a shadow claw-shadow ball Gengar, stats listed below. Is it viable in battle because of its moveset? Or not so much since it's got poor iv stats?

Lvl: 25
Atk: 2-3
Def: 15
Hp: 9-10

That is roughly equal to a 13-14 attack with Hex. Whether it is worth it to power up depends on you need for ghost offense.

Might be usefull then, I only have one other Gengar (Hex, 11atk, 14def, 13hp). Planning on evolving another Ghastly with better stats at lvl 15 though, so I think I'll save my candy for upping that one.

You could also try to trade it with an ultra or best friend if they also have a low IV Gengar. You might get a decent reroll.

Find an Ultra Friend or wait until Best Friends with someone else with a SC Gengar and trade then. Without a >=13 HP IV it won't survive 4 Confusion from Alakazam as is, and at best friends the lowest an individual IV can roll to is 5 so the attack can only get better. If you trade, pray to the PoGo gods that what you get has a 15d IV since that's the other half to surviving 4 Confusion from Alakazam.
