Ho-Oh is a tank, Heatran doesnt exist yet, so other than Moltres and maybe Entei it's the best.

Yes, his niche is a double-rock, sixth position tank. This may be short-lived depending on what moves Rhyperior gets; but he is still the most useful Regi in the game right now. Power up at most 1, if you want him for that role.
