Noob question, why Wailord doesnt have a ranking in pokemon list?

Hello, first of all sry for my enligsh.
Why Wailord doesnt have a rating in pokemon list?
Also how to decide which pokemon is better, should i only look at rating in pokemon list page? E.g both Flareon and Blaziken have the same rating but Flareon have more def stat and Blaziken have more hp stat so which one is better for defending a gym, should i look at cp also?

wailord doesn't have a rating as it isn't useful in the meta, and is completely outclassed by other water types that are easier to obtain (vaporeon and gyarados)
The ratings try to give an objective view on how useful the pokemon is in the meta, so flareon and blaziken perform fairly similarly so they have the same rating.
For attacking gyms and raids the most important stat is attack, although bulk is important.
for gym defending to work out viability, multiply the HP and defence stats together, the larger result is better on defence, another thing to consider for defence is if it has a weakness to fighting, as machamp is the most common gym attacker.

Actually, high HP without the defense to back it up (as is the case with Blissey) is terrible even for gym defense. I could not crunch the exact numbers for you, but suppose your compared a high base HP species vs a high DEF Pokemon that both performed equally as defenders, the high HP one would require more healing items to get back to full health after fainting which would make it even less efficient since, in the case of Wailord, it doesn't even come close to performing as well as the best 20 defending species. So in that scenario, if you are going to use anything that isn't BlissLaxChanKing, it might as well better be something with a high base defense rather than a high HP for the potion efficiency alone.

The 0-5 rating is simply based on how good they are for attacking. It doesn’t have a relevance for defending value.

So def and hp for defending and att for attacking, but what about cp and movesets? Are they more important for attacking or defending?
I have Vaporeon and Kingler, Vaporeon has higher CP but Kingler has more attack. Both have A rating movesets so the best possible. How to decide which is better for attacking or it cant be determind.
I wish there was more info about mechanics in this game, its so complicated and unclear its frustrating. I need to search for everything online and even ask question on forum bcz there is no info ingame. :(

Its a fun game when you catch, train, evolve and collect pokemons but when you are at gym and you compete with other players/pokemons mechanics should be more clear.

It's actually a lot simpler than you're making it out to be.

CP is a sort of aggregated number showing a Pokemon's relative performance based on stats alone. Each stat (a/d/s/) weighs into this number differently, with attack having the most weight and defense the least. While it does a decent enough job of showing who's the best of the best, it doesn't account for the moves a Pokemon can learn, which can make or break them.

GamePress uses its own A-F system of ranking moves, this isn't an official list. The moveset ranking system is relative to that specific Pokemon, not compared to others. Using your example, Kingler's A-rank moveset is Bubble/Water Pulse, where Water Gun/Water Pulse is only B for Vaporeon. Water Pulse is regarded as one of the worst charge moves in the game, hence being dead last on Vaporeon. It's #1 for Kingler because it's the only water charge move it can learn. Between these two Pokemon, Vaporeon is the much better investment due to better moves and additional bulk.

Moves can make or break Pokemon, something you've likely seen mentioned in regards to Gen 4 speculation. So many newcomers have potential to be the best of their type, but this weighs heavily on the moves they get access to. For a majority of them, if they don't get the most desirable moves they could fall into obscurity.
