Legendary trade candy

Did my first legendary trade. The other guy sen his worst zapdos for a Herecross. We expected that we would each get 3 candy of the traded mon. (mon caught 3,700km apart) he did not get the zapdos candy. I did not pay attention to the Herecross candy on my side. Is this a bug or have others seen the same thing?
