I've hatched several Eevee recently, so that could be a possibility, too, if you don't often see Eevee nor partly cloudy weather.

However, with weather boosted pokemon out there to be caught, initial cp often becomes just as important as its IV values. For reference a perfect eevee caught at level 25 would be 692cp. However, since you have enough for 12+ evolves a few with higher IVs that you may like is fine. A few other ones look for a high starting cp/level

Eevee is mentioned as a research reward during July. I've usually had decent luck with IV's on the reward 'mons so far; you might have a few rsther good ones quite soon.

That is not a good Eevee so no, don't evolve it. Wait for a weather boosted one, I don't normally look at any below 800cp unless 100%, always check your egg hatches.

it's not like it's Beldum or Bagon candy. Eevee's are everywhere relatively speaking. I mean, you have a ton of candy as it is. At worst it's some XP.
