Evolve for exp or possible use

I have quite a lot of Totodiles now after the event but i cant decide between evolving 7-9 crocos for exp or 1-2 ferals for possible use.
i am lv31 with no rush to 40 and i wont invest stardust into any unless they suddenly become better than Kyogre.
Thoughts?

You just answered your own question... none will ever become better than Kyogre. So to you they have no use. Personally I think the two choices you list are both wrong. I would save for community day.
