How useful will Zapdos be for future legendaries?

My best Zapdos is level 18 with IVs 12a-12d-15s, unfortunately. I'm not really in tune with the legendaries of the later generations, so I'm wondering if Kyogre is the last legendary for which Zapdos would be helpful. And no, I don't have any Raikou.

Probably not much, unless they bring the birds or Suicune back as shiny raid bosses.

It wouldn't hurt to have a strong electric attacker in your squad since you don't have Raikou but then again he could be the next Field Research reward next month

Ya I'm partly thinking of waiting in case they do the dogs for the next research tasks. But if it seemed like a strong electric would be needed for legendaries later on I might go ahead with powering up Zapdos.

Zapdos is pretty bad compared to Raikou, it’s only hope would be a move change which is pretty unlikely at this point.

That's an overstatement. Zapdos is still the second best electric type attacker and much closer in performance to the best of it's type compared to say, Gyarados to Kyogre, and so it's worth powering up if one does not have a Raikou and still requires an electric type.

Obviously if someone already has a Raikou it doesn't make much sense to power a Zapdos instead of it, but that doesn't make it worthless.
