Shiny kyogre power up
I got a high level kyogre. And now caught a 93% shiny one with 14a. Does it worth the dust and rare candies?

If you're just interested in raiding, then a non-shiny is the same as a shiny, go with the one with better IVs.
There is one thing, though. I have three Gyarados powered up. One is a shiny. When I use them together, I put the shiny in the middle. That way, in the middle of a raid, I know whether I'm on #1, #2, or #3, and what to expect going forward as each one gets KO'd.
This Pokemon is absolutely worth powering up to Lvl 30. And I would consider taking it all the way, or at least to the top breakpoint.
Just wait until the end of this Kyogre run until taking it past 30. Six lvl 30 Kyogre would not be too much and it would be nice to have at least 1 in a different color.
There's no reason to decide now. Wait until Kyogre leaves, then look at your options. If the shiny stands out as something you want to invest in at that point, then invest in the shiny. It's a great pokemon and while that shininess doesn't affect its strength, it can make powering it up more fun for you, and fun is what playing the game should be all about.

The amount of extra damage that 1 Attack will do is minimal. The amount of fun you'll have powering up a Shiny Kyogre - and using that Kyogre in battles - far outweighs the performance of that 1 Attack.
I know if I ever get a meta-relevant Shiny that's 93% with an Attack of 14, I'm powering that one up as far as I can. Unfortunately I've only got 1 Shiny that's both Meta-Relevant AND High IV's (an 87% 13/13/13 Venusaur) but not enough Stardust to max it out. I do plan on doing that, over the next few months, but for the immediate it's stuck at level 30. (Love using it vs Kyogre, even if it's just there to look pretty then take 1 Blizzard and fold like a cheap house of cards)
