Interesting. I assume it's for Water pokemon only.

Does that make it worth walking Kyogre, getting 3 candy for 20km?
Or was this a glitch. Someone should walk a Magikarp/Gyarados for a km to confirm this. I won't because I have enough karp candy
to evolve 3 Garys.
