Will my Rayqaza do similar amounts of damage?
So I’m still trying to figure out exactly how much IVs affect battles and such so I’m just curious if my Rayquaza can do close to, the same or even more damage than my Dragonite. My Rayquaza’s stats are lvl 23.5 12/10/14 80%with DT/O and my Dragonite is lvl 33 14/15/15 97.8% with DT/DM. That sadly is my only Rayquaza so I’m just wondering how well it will keep up with my strongest Dragonite in terms of damage output.

Rayquaza at level 23.5 with 10 attack has a CDPS of 18.38 with DT/O.
Dragonite at level 33 with a 15 attack has CDPS of 20.47 with DT/DM.
So Ray is close, but not equal. You'd have to power him up to level 29 to get a CDPS of 20.42, almost equal to Dragonite's.
Comments - first, this doesn't take breakpoints into account, as I have not put in the capability of attacking a specific foe. Secondly, DM has a higher CDPS, but isn't quite as effective in combat as a 2 or 3 bar move, because of wasted energy. Anytime you can get one DM in, you can almost certainly get 2 O in, and sometimes 3 (for a clear win for Outrage). If you get 2 DM in, 5 Outrage still beats it.
CDPS = Cycle Damage per Second. Make fast attacks until you have a full energy bar (only 1 of 2 or 3 for a multi bar charged move). Then do the charged attack. Divide the total damage done by the total time it takes to do that damage, and you have CDPS.
IVs are flat numbers added to the pokemon's base stats before being multiplied by CpM (which scales the stats to the mon's level).
Rayquaza has a base attack stat of 284, while Dragonite has 263. A difference of 21 points, when the difference in IV you have is only 5. So if both were at the same level, your Ray would have a higher attack stat and likely deal more damage. Species and level matter much more than IV does.
Exactly. My spreadsheet takes that into consideration, as well as the appropriate multiplier for the pokemon's level. I was trying to answer the exact same question (well, my Dragonite had DT/O too) at higher levels. At what level does my lower level Rayquaza beat my maxed out Dragonite?
Additionally, moveset generally matters more than IV. That's more fixable now with TMs, but comparing Lati@s with Psychic vs. Lugia with Futuresight is insightful.
