Old Vrs New Magicarp Evolution

I recently got back into Pokémon Go. I am looking to evolve a Magicarp to further the Special Research progress. I’m curious why current Magicarp I catch, are a higher level (But lower CP number) than the “Older” Magicarp I caught back when Pokémon Go released? Will this effect a Gyarados evolution?

CP 137 14/14/12 89% Older Magicarp
CP 123 15/11/15 91% Older Magicarp
CP 109 __/__/__ __% Newer Magicarp (Higher level for some reason, but lower CP number) Sorry I didn’t run the stats.

I evolved an old magikarp, it was 82 IV 15 attack and remained the same IV and stats are on par with "new" gyarodos'.

Magikarp has incredibly low base stats, so its IVs make up a huge portion of its CP. At level 30, Magikarp has a CP range of 99-188.

Think of a 1/1/1 base stat Pokémon:
A level 1 perfect IV one has 0.22 CP.
A level 40 0% IV one has 0.06 CP.
