It'll be different answer for each trainer, but I'll give mine.
I'll max (or go for last breakpoint) 1 Rayq, 1 Sala, and 1 Dnite for the sake of diversity. Then I'll power up latios.
Only after I got 1 of each powered up, I'll consider to power up another copy of them. Because I like it more when I go in with 6 different pokemon although it's not as effective as, say, 6 rayquaza.

Which Dragon to power up?
Caught a weather boosted Bagon at L29 with 98% IV a few days before the event, ridicolously lucky catch, that I immediately evolved into Salamence. Have about 250 candy left thx to Eggstravaganza and thanks to the current triple dust event I have a decent amount of stardust hoarded, about 300k. Most likely its gonna double until the end of the event. Its pretty tempting to power that guy up with the needed stardust now available, but atm I already work on my 2nd Rayquaza with a 3rd in the queue (lacking rare candy) and Latios with his elusive DB/DC set is right around the corner, a sure power up in my eyes. Note that I dont have a Dnite powered up higher than L33. but I thought about a 15-13-15 at L26.
Anyways, would you guys invest in a Sala and/or Dnite?

I would invest in Salamence, especially a great one like yours, if I didn't have the Dragonites already. I have 8 of those at 35+ (2x DB/DC, 1x DB/H, 5x DT/O) and only had one worthwile Rayquaza (now at lvl 37), so I dont' really need more dragons.
So my answer is yes. Invest in both the Salamence (last breakpoint for Latias is 40, for Latios it's 39) and the Dragonite (last breakpoint is 36), as there's more than a month and a half of the Eon twins left.
While I'd prefer Dragonite with Outrage, a 98% Salamence is pretty much always worth powering up. As you're not "sharing" candies (ie: using Rare Candies for Salamence and/or Dragonite), it's just a question of Stardust - you've got 300k, you expect to get another 300k, so really, Stardust isn't a heavy factor here.
I'd say power it up. I've got 4 Dnites who are Level 35 and are 90+ IV's. (One with Draco Meteor, which... I don't like as much as I like Outrage. But it's a Shiny, so I've decided not to TM it to Outrage just in case something changes and I start liking it.) I've got two Raquaza that are level 30+. If I had your Salamence and that many candies, I'd power that Salamence up immediately - I'd probably go up to Level 40. Which I don't do yet because of a lack of Stardust. But if I had 300k Stardust at once... oh yeah, Level 40 here I come with that Salamence.
Invest in that Salamence, and if you have the Candies/Stardust left, invest in a Dragonite too. Don't use Rare candies for either - you can hatch them, and walking them isn't out of the question (I'm walking a Bagon now), but Power'em up if you've got the resources.
