Is there a cp number on a wild you'll always evolve?

Some rounder numbers that I'll for sure do:
1000+ Machop
1000+ Geodude
1000+ Houndour
800+ Eevee

I use appraisal as my criteria for evolution.

My threshold is really strong/caught attention and at least level 33 (7000 candy to power up), or best of them/wonder and at least level 31 (6000 candy).

I tend to keep high leveled but low IV mons as placeholders.

I can’t even power up my Rattata once!

I see a good number of mochops around here. I've thrown away several 1000+ machops. You can't evolve them all. I already have more Machamps at 2,500+ then I can possibly need.

On the way to work caught a 1031. On the way home from work caught a 1061. One 2537 level 35 11a/5/11s; the other 2594 level 35 14a/12d/7s--both got Dynamic Punch. Yeah, at this point I'll take a few more of those--normal times I don't see a lot of Machop, even in cloudy weather. However, enough candy from pinapping Machamps so many times

At the grocery store and caught a 1040 level 35 Machop, evolved it 9a/14d/8s 2563cp...about the juncture where I amend my parameters to high attack and high level but this one got Dynamic Punch, too. Still ok with candies since I'm catching smaller ones right now

750 gastly is too low.

750 is too low, he answered the initial question pretty quick, so likely a memory spitball. I evolved an 835 today. Turned out to be 12a/12/11 level 32 2240 Gengar, got FB, so an iffy evolve turned even worse with a move not useful for me.

I look at their level and attack stat. I would evolve a bad Machop with 15 attack stat. I evolved a 55% level 35 Treecko into a Secptile because it had a 15 attack stat.

I've never seen a 1000+ Houndour but I'd love one. I did catch a 960ish 98% one a few months ago, one of my favorite wild catches ever

I try to catch every 500 Pidgey and Ratatta, mostly trying to get a great Ditto.

Have you ever heard of IVs? A quick google search may help.

At level 40, have plenty of candy for common but useful species. The math on 800 houndour candy...I can evolve every 1000cp+ and every 100% I’ll encounter

Ok, you have enough candies, but what's the point? Don't you have a team of the same species with good ivs and high level?
Or you use it as disposable attackers?

At least level 25 with a decent attack IV and/or above 80% and above 50%.

It is barely possible on Houndour. I see more teddiursas over 1000 than any of the others. However, now I'm expecting 1200cp on Omanyte and 775 to 800 on horsea
