Has anyone tried to solo Gengar with a bunch of level 40 Vaporeons when it is rainy?

Yes, it is definitely possible, according to GoBattleSim, about 80% chance to win.

One thing to note it is only doable by 15 attack IV ones.

My only concern with this is: why exactly would you waste away an inordinate amount of the most precious resource in the game, to max out the third-best water attacker, just to solo a raid boss that can easily be soloed with more optimal counters?

I guess it's a cool accomplishment.
But I guess this is what happens when the game gets so boring that it's things like this people resort to. And grinding. *sigh*

I haven't done it, perhaps 4 years later after reaching trainer level 38.

You know some people have maxed 6 Xatus to solo Machamp with them? And that there are multiple records of people using a maxed Venomoth to 1-v-1 Exeggutor? Some people like going for the most obscure challenges no matter the resource cost.

Is this really an obscure challenge? Using Vaporeon isn't really anything special given its enormous, almost bloated stats. It isn't in the same bracket as Xatu or Venomoth - tremendously outclassed Pokemon with next to no meta-viability in any way.

Because there is a fairly high chance if the player was level 38-40 BEFORE gym rework they might have 6 High Level Vaperons.

Vape was the best water attacker in Gen1 (Counting Gary as a Gen2 water attacker because WF wasn't a Gen1 move)

And Vape was what 5th highest CP back then? Meaning in old CP driven towers, it was quite possible to see level 40 Vaperons. Same was true even after Gen2 came out where it was 7th.

Vaporeon was the best water attacker until the release of gen 3, not gen 2. It was completely overpowered early on until WG was nerfed and was the easiest to obtain of the big 7 gym defenders in many areas. My area had a lot of players with bunch of high level Vapes as well.
