Not really any point evolving it since it'll cost you more in terms of power ups just to make it on par with a higher IV Venusaur, and anyways it won't have Frenzy Plant which is what makes Venusaur one of the best grass attackers. With Solar Beam it's outclassed by Sceptile and Exeggutor.

May as well keep it though, I doubt anyone needs 1 Bulbasaur candy badly enough to transfer something as rare as a 0 IV shiny.

And i thought my friends 2%dragonite was cool, lucky!!

Just keep it as it is and put it in gyms.

If trading ever happens some people really value those (I don't, but met some who do). It would probably have more value unevolved because it can always be evolved later.

So happen to own a shiny 0/0/0 dratini, I am keeping it as it is, until I get another one.
