If you don't have a better Lugia, I'd say that's a great stat spread.
It'd be different if Lugia could be permitted to be a defender (and you'd thus be very interested in maximizing defense), but in this raid centered metagame, having a lower defense IV when you already have strong defense base stats is totally fine.
Go ahead and power it up.
