If the question is Stardust and not candy then I would say any legendary should be powered.
If you want some justification for this, then consider one for E/SA and another for DT/SA, one has better overall damage and type synergy for Fighting types and the other has neutral coverage and can battle the high-damaging dragons with its high defense and lack of weakness to Dragon.
