Which kyogre ???

I would go 15/13/13 first and then the 13/15/15. At least that's how I would do it. I will finish to power up mine with 15/12/14 during this week to lvl 35 and after that someday my 13/15/14 will follow up. But then...I don't plan to max out one of those. If you would choose to do so, mabe option 3 would be better than option 1 due to breakpoints in the future. For me I don't have a third option since both best kyogre I encountered ran away at 98% 2323 and 2312...
