Rayquaza or Kyogre- which one to power up?
I have enough rare candy to power up one of these pokemons:
Kyogre lvl 20/ 13atk/ 11def/ 14hp/ cp 2288 Waterfall/ Hydro Pump
Rayquaza lvl20/ 12atk/ 14def/ 15hp/ cp 2056 Air Slash/ Aerial Ace
I did not have luck to catch Groudon 80%+ IV (catch only one lvl25 75%), so i wait until Niantic give Groudon again.
Also, i have another 80%+ Rayquaza lvl20/ 10atk/ 14def/ 13hp/ cp 2032 Air Slash/ Aerial Ace, but i want after i get Charge TM change moveset to 2x dragon (don't want to risk get Power Gem on my best Rayquaza).
I look at breakpoint calc, and on lvl 30 and 40 (most important for me now is lvl 30, but after i get lvl38 i start max out mons) 2x Flying rayquaza deal same value of damage (10 and 15 atk iv does not make a difference) to machamp raid. Similarly 2x dragon Rayquaza and Kyogre, when battle to raid bosses who is weak to their moves, so please, don't write something like ,,they don't have 15 atk so both are trash''.

For now, neither is really all that useful against Lugia. I'd wait to see what the next legendaries are going to be, so don't power them up just yet if you can only do one.
If the Lati twins come before the golems go for (double dragon) Rayquaza, but if the golems, only for Regirock, (or Moltres/Ho-Oh/Entei with a comeback) come before the Lati twins go for Kyogre.
I'll speculate and predict Armaldo becomes a tier 4 someday. Not that it matters too much to get one (or more) of those, but Kyogre is miles ahead of anything else (Gyarados pretty good, too) in that battle. You/others might just get tired of legendaries in a certain number of months, they already are jumping the shark with this shiny Lugia...investing in a very powerful Kyogre could be a pretty smart move. Kyogre a great option against a potential tier 4 Blaziken, at 40 better than flying Rayquaza at 40.
