Help choosing Rayquaza

Now that Rayquaza is gone, I guess I can go ahead and power up the ones I have. I only got 4 worth mentioning:

1. A 13/ D 14/H 14 (91%) DT/O
2. 15/14/10 (86%) AS/O
3. 13/10/10 (73%) AS/O
4. 14/8/11 (73%) AS/O

I want to have 1 with Dragon moves and 1 with Flying. I plan on powering up the dragon to lvl 40, and the flying to 30ish (I still struggle to solo machamp when he has dynamic punch, this rayquaza should do the trick)

Should I leave the first one with dragon moves and max him, although the attack IV is lower than the second one? Or should I go ahead and FTM to DT the second one since it has 15 attack IVs?

And which one should be the flying rayquaza? Or (given todays events) should I just wait for my 100% shiny rayquaza in about a year from now?

TMs dont matter I have been hoarding them.

Any thoughts would help
