Rare candy for Dragonite??? Hell no! Did you miss thr community day? Out of approximately 10 10km eggs during this event I got about 5 Dratini. Stay Patient and you will eventually be able to max out 1 or 2 dragonite.
Saying Rayquaza is as strong at lvl 30 as Dragonite at fourty is exagerating the difference. Their total CP differs by less than 100 points. Rayquaza gives you a little more dps in exchange for survivability. That being said I would go for the 15/13/15 and power it up as high as you can without using rare candy on it. Me personally I will wait on a double candy event to send away my 30 useless rayquaza and then will be able to power up my two best ones to lvl 31,5 at just under 3200 CP. I want one with flying moves for sure but thats just me. The other one will round out my Dragon team.

Can't find anymore the article of swagtips where he says something like a level 30 rayquaza is like just a cheap level40 D-nite. Like a lvl40 D-nite is no big deal but to me at least it is. My strongest D-nite is lvl34.5. That being said I really want to max one out but it's going to cost me all my rare candies.
