Lugias return; a smart money making move by Niantic.
With Niantics objective to make as much Wonga as possible for themselves, this is a crafty move they've made.
They give people who already have Lugia a reason to catch it (giving it an improved move.) There's also little interest in the Titans and not much more in Latias/Latios. Many players would just catch one for the pokedex and that's it. Frankly the titans aren't interesting pokemon, they look lame and the GO meta means they won't be relevant in combat.
So recycling an old legendary is a smart move from Niantics point of view. I wonder if they'll be recycling the other legendary birds and beasts again soon? (hopefully not Suicine.)

harrytipper2 isn't retired. He was at 2 of last weekend's Mewtwo raids and was all over the Rayquaza raids too. Niantic in it for the money??? of course they are, why wouldn't they be. How else do you expect the game to be developed? Would you rather they did it all for free and gave up before the game even got off the ground because their developers got paid jobs instead? Then what would you have to troll?
