The rarest Pokemon ?

Today i was discussing with a friend which Pokemon is the rarest and most valuable one...
Okay most valuable is kinda easy: 100% Mewtwo right ?!
Rarest was harder. probably the 100% Mewtwo too but what about 100% Suicune with HP-Water ? Beside 1/216 (100%) its 1/17 (HP) and its even Legacy too. So the only perfect Suicune with Water STAB should be even rarer XD
Maybe another idea too?

Its prob an event pichu...
Raid pokemons are not that hard to come by...

Level 1 Pichu with an Ash hat.

Level 1 100% Pichu with party hat, shorter event than Ash hat Pichu.

An event *shiny* pichu

Not useful, but Stone Edge Blaziken - was only available for about a day, then they changed the moveset. The few people who got them really early are the only ones that can ever have it.

Yeah, they have to be lucky enough to have a Torchic nest at that time.

Now, if only it was a female...

I have one of those, but I still think an event shiny pichu is rarest.

Gengar with Shadow claw: better DPS than mewtwo in a lot of raids. Not bulky though its only let down.

Omastar Rock- throw/Slide. Was a great pokemon for the legendary birds and beast raids.

Both non-TM possible to get.

Rarest: 100% non-event unown letters.

Someone in my area hatched a Shiny, Party Hat Pichu.

0% female Eevee

100% party hat shiny pichu.

rare doesn't necessarily mean valuable if there's no demand for them.

rarest things are probably first/second stage evolutions that have legacy moves that got evolved cos frankly who cares about cleffas with body slam, people are just gonna evolve them for xp.
